Secretary of State Denny Hoskins sought to put the ruling on hold to allow time for an appeal to the U.S. Supreme Court.

The state Supreme Court ruled that the Missouri voters will decide the fate of a plan aimed at ousting Democratic Congressman Emanuel Cleaver.
