He said Russia is only selling 'defensive' weapons -- those may be considered 'destabilizing' by the U.S.

As part of NPR's ongoing series on how to get AIDS drugs to the developing world, NPR's Michael Sullivan reports on the AIDS situation in India. India has the world's largest number of people infected with the AIDS virus -- more than 4 million are infected by the most conservative estimates. But in a population of nearly 1 billion, AIDS takes a back seat to other pressing health concerns. Indeed, there is little discussion in India about how to get AIDS treatments to those who need them, unlike the current debates now going on in Africa. And in India, even basic prevention efforts face major cultural hurdles.

Linda Wertheimer talks to Nicholas McGegan, music director of the Gottingen Festival in Germany. He will conduct Gloria in Excelsis Deo, a composition for soprano and strings by George Frideric Handel, which has been rediscovered in a London library. Handel scholars in England and in this country have examined the work and believe that it is an authentic Handel piece and probably one of his earlier works.

As an agnostic singing in a choral society each week, Stacy Horn is often puzzled by the words and their meaning, but loves the music. She says she respects people who believe in the words behind the music -- despite no connection to them. Horn is the author of Waiting for My Cats to Die: Morbid Memoir.

Noah Adams speaks with Thomas Mann, senior fellow at the Brookings Institution about another provision in the debate -- paycheck protection. Currently unions can use money raised from dues for political action. This provision would require unions to gain the permission of union members to use any portion of their dues for politics. Mann explains that while some want this provision to extend to corporations --that would be extremely difficult. He also explains how this requirement could extend to any organization, the Sierra Club or the Christian Coalition for example, that use dues for political activity.

NPR's Tom Gjelten reports the Bush administration is determined to maintain Washington's decades-old isolation of Cuba. Secretary of State Colin Powell has told the Congress that despite some softening of U.S. policy towards Cuba under the Clinton administration, President Bush was committed to maintaining trade sanctions against Cuba as long as Fidel Castro remains in power.

Noah Adams speaks with Don Simon, outside counsel to Common Cause, which supports reform, and James Bopp, general counsel for the James Madison Center for Free Speech, about campaign finance reform legislation and how best to balance the need to protect the government from corruption and the individual's right to free speech. Each side sees this debate as protecting fundamental constitutional rights and needs.

In 2000, saxophonist Joe Lovano was voted Down Beat Readers and Critics Poll Winner Tenor Player of the Year. Early in his career, Lovano played with Woody Herman and the Mel Lewis Orchestra. He's also worked with Elvin Jones, Carla Bley, Lee Konitz and Charlie Haden. And he played with the Paul Motian Trio which featured his Berklee School of music classmate, Bill Frisell. In 1991 he began work as a leader, and has recorded a number of albums. His latest is Flights of Fancy: Trio Fascination, Edition Two.
