The senate's top Republican says the governor should be forced to base budget proposals only on expected revenues, not on proposed tax hikes. KSMU's Missy Shelton reports.

SENATE PRESIDENT PRO TEMP PETER KINDER PROPOSED THE CONSTITUTIONAL AMENDMENT JUST DAYS BEFORE DEMOCRATIC GOVERNOR BOB HOLDEN DELIVERS HIS STATE OF THE STATE ADDRESS AND UNVEILS HIS BUDGET FOR NEXT YEAR. KINDER SAYS HE WANTS TO CHANGE THE CONSTITUTION. IT ALLOWS THE GOVERNOR TO PRESENT A BUDGET BASED ON REVENUES HE HOPES TO GET THROUGH TAX INCREASES. THE DEMOCRATIC FLOOR LEADER IN THE SENATE, KEN JACOB SAYS THAT'S A BAD IDEA. THE PROPOSED CONSTITUTIONAL AMENDMENT WOULD REQUIRE VOTER APPROVAL.
