Lisa Langley talks with Sarah Fields, executive director of the Ozarks Transportation Organization, about OTO and why it exists.

OTO is a metropolitan planning organization.  Those were mandated by Congress in the 1960s for any communities greater than 50,000 people, according to Fields.  The organizations are required to plan for the future of transportation "in terms of making a regional cooperative effort for what transportation permits are made," she said.
