Northeast Gate that leads into Cuba

This is the Northeast Gate that leads into Cuba. When a Cuban illegal leaves the country and are captured on or near the U.S. Base, they are repatriated through this gate. Most Americans from the Naval Base are not allowed into Cuba. The Commander of the Naval Base does meet once a month with a Cuban General to discuss what repatriations and some activities at the base. American officials believe the Cuban government listens in on phone conversations at the base and estimate Cubans can see 80-85% of the base. That's why the Commander says it's important to alert the Cubans to some base activities. He doesn't want the Cuban military to be alarmed if they see fireworks on July 4th, for example, or military exercises.
